Then there are the people who can operate
equipment, this guy i know can operate
equipment. Off loading rip rap stone. He
gets up on top the rail car by a ramp
then just goes on top the rock and car to
car till it all empty.

I have seen csx badged equipment on top of cars unloading ballast in a rail yard near Erie PA. Backhoe and excavator specifically. The backhoe looked pretty sketchy but he was on the rails of the top of the car with the rear stabilizers and had the front bucket clam shelled gripping a beam of some sort to span the car and the ends rest on top. The excavator had the tracks right on the car top tossing the stone up into a long pile along the rail.

Reasonably common process, though it still takes a good operator. There are purpose-made backhoes modified to do it--the "cartopper" is one such--with guides on the stabilizers and a bucket attachment to keep from slipping while mounting, which can be done from ground level. Saw one working in Detroit a few years back beside the road, and traffic was moving slow enough we got to watch him work for several minutes. Same deal as yours--he'd empty a car then just pull himself to the next one and work down the line.

That is funny, cause he is unloading in front of CP and they own the cars. Digging out rip rap to make a dike on a river to set up crane to set in a new bridge.

Go on you tube, and check out herzog cartoppers. They set backhoes on top of rail cars to unload them. The backhoe lifts it self up onto the rail car. They set the loader bucket on top of the car and push themselves up with the hoe. Looks scary as hell. Mark.
