front wheel weights

My friend picked these front wheel weights with a ford 2000 (4 cyl) he bought. He thought that were for that tractor but he only has 4 holes in rim. Any clue? here are a couple of photos.

Holes look situated to have bolts coming through the spaces between the wheel and the rim.

Well, i know one place they would fit just right, in the back of someone's pick-up for winter weight!

If they fit the wheel he wants to use them in just redrill the holes to fit. You have what looks like a good flat face to mark the holes and punch them to start on.

Yes he can try that next time he goes up state NY. When he bought the tractor front weight were in the bucket and though they were for that tractor
