PTO brake on a Case 430

The PTO continues to spin slowly after the lever is pulled to shut off the PTO. What do I need to do to fix this problem? Thank you in advance for the help
 
If you have an independent PTO with vertical lever at the rear, behind seat, the roll pin in the linkage could be wollared out or the clutch discs could be warped, or the brake cone could be warn out, or the over center spring retainer could have broken. You need to give us more info. such as sn#, pics of the lever, and further descriptions of the problem.

Thank you for the quick reply. Yes it does have a vertical lever behind the seat. If I'm understanding correctly it is a 430 series and a 441 model. The serial number is 8340602. The tractor belonged to my father-in-law and my wife believed her dad bought it new in 1963 until a mechanic told her it was actually a 1968 model. So we're not sure what year it is.
The PTO problem started a few years ago. At first when you pulled the lever to shut off the PTO it would wind down for a while. Eventually wouldn't stop unless some pressure was put on it, like a brush hog blades contacting brush. Sometimes you could jiggle the lever and get it to stop. Currently it continues to move no matter what. To be perfectly clear it also moves when there is no Implement on the PTO.
 
It is a mid 1968 tractor. As I said there are a number of things that could cause the plates to drag. You need to get a service manual to understand how it works. We have a Case parts supplier here in NY that will likely have the parts needed and can provide you with service info. (Saeli Imps. three one five 585 98 two six.)

Ok. I wonder if there there was a PTO break and if so is there an adjustment.
