That method is probably easier on the building than balancing it on a trailer.

So, would they need a DOT permit to carry it down the street?

Is there a law that says you do?

I can only imaging how that conversation would go! LOL

Timken roller bearings had a steam locomotive built using sealed roller bearings to demonstrate the low rolling resistence. From wikipedia

At some of the stations on the locomotive's demonstration runs, publicity stunts were held where the locomotive would be pulled by as few as three men (or as was done in Chicago, by three women); these publicity stunts were designed to show that the roller bearings produced so little friction that the locomotive could easily be moved by hand.

So with proper wheels those horses could move plenty.
