More Ford jubilee questions...

Ok.. finally got rewired, and original thumb switch working, got rid of push button. New problem...the rear hubs had been run loose, like almost falling off loose. I pulled hubs off they were trash, and one axel hub splines were really worn. I ordered one new axel, two hubs, bearings, seals, brakes, etc.
Today started putting it together. Started with new axel. Paper and steel shims placed in right places. Put on hub and tightened,
Went to other side and assembled, but before I even tightened up the bolts, axel would not turn. Added more shims, still the same, added a s#&@ load of shims, still won't turn.
Now I am wondering if the new axel is too long ? Have to pull it back out and check. If it's a little long is it ok to use my grinder and trim it as long as I don't get it too hot, and chamfer the end again ?
Anyone else have this problem ? I have learned so many new words today....

would verify that bearing is pressed on fully and that race is fully seated.
