Outer Seal Problem (Steering Box)

My parts diagram and shop manual seem to be incomplete.

It appears that #14 outside neoprene u-seal (see image) - which I scraped off - was actually one unit with an outer metal casing. The casing/u-seal unit looks like it was hammer fitted into the greater steering gearbox housing.

You can see this metal outer seal collar in the second photo down, without its rubber inside but still attached to the housing. How should I remove this outer casing from the steering gear housing?

Where you have the three little black arrows, just take a real small screwdriver and tap in in trying to bend the seal edge down. It will bend in and you can pry it out. I am more concerned with the condition of the round device between # 16 & 17 . There are some small balls there in the tubes that most likely have came out . Why are you going into this unit, leaking on bad steering?
 
Looks like there is another seal next to the roller bearing, that one would keep the oil in, the one you are fighting is just for dust.
 
What the heck are you playing with, since it's BLUE it must be a Ford.
