Farmall 656 diesel no power steering

I have noticed when I step in the clutch on my farmall 656 my power steering is pretty tight to almost hard to where I can not turn it easily! But when clutch is let out and moving back and forth steering comes back, could this be a pump problem have flushed hydraulic system twice in the last year and put new faults with new oil.

Sounds more like a MCV issue to me. Stuck valve or blown out /leaking o-ring. Could also be a hand pump.

Did you try over filling it a bit? That will fix it IF the O ring seal between the case joint for the oil suction tube is letting air in. Make sure the front spindles are well lubed too, if dry that will affect steering. IH 656 has no MCV like larger tractors, but hand pump could still give trouble. The hydraulic pump runs all the time, even with the clutch pedal down.
