something doesn't look right for this to be a one row cultivator. The back
wheel would run over what you are cultivating.
 
There's been one for sale for awhile on craigslist in Oregon. Not mine, just something I saw while scrolling the ads.

George it has a one bottom breaking plow on the one in the picture.

Look close at the steering box on top. See the crank hand??? You can turn that and offset the rear drive wheel to match the row spacing you need. I have two of them. The plow I have hooks to the rear of the Mower behind the drive wheel. I have a four foot belly mower. The two row cultivator and a belly blade.

Tough little things. Only problem is the Wisconsin motor was only 8 HP. So not a speed demon doing anything.

We cultivated the garden for 20 years with the one I have. Mowed the yard for 3-4 years with it. You had to mow often or the grass would get too big to cut with it.
