tractor didn't want to start in the cold last 2 days, never started hard before. my question is, if i check the glow plugs with a multimeter and have continuity are the glow plugs ok ????

That works if you take the glow plugs out, but not sure if you leave them screwed into the engine. Electric wire disconnected, of course. You should check for power to the glow plugs first.

If they have continuity they usually are good.

I would check and see if your getting power to them. It is more common for the power supply to fail before the glow plugs.

Put your hand on the intake manifold after turning ignition to preheat and see if it is warm. If not take a simple 12V trouble light and see if you have power to them on heat position. If power is there the glow plug is bad. IF no power at glow plugs, work back towards ignition switch to where you have power.
You don't need complicated tools, just common sense, to trouble shoot the preheat system.

I was a little concerned about the glow plugs on my 2001 3010, so yesterday I pulled one. It didn't appear to have any problem except a little carbon coating. I put current to it with my jump Pack and it turned red in about two seconds. As I was putting it back in I noticed that the fan belt was loose. I think tightening it will make both the glow plugs and the starter work better.

The answer to your question is yes, most likely cause is the glow plug relay under the dash. As everyone pointed out start by making sure you have power to the stip.
