Surge above idle

I have a 580K Case backhoe with a 4 cyl Cummins and a 1294 Case with a 4 cyl David Brown. Both of them have a Lucas CAV pump. Both idle smoothly but just above idle surge. If you give them a little more throttle they smooth out. Can anyone tell me why?

Can be the idle spring used, there are at least three available. Can also be the drive shaft rubber insert cushions in the governor weight retainer, when worn that will cause some surging also. This assumes there's no fuel supply issues to the injection pump.
