756 IH 310 Diesel Front pulley

You have to work on both sides at the same time not just one side. Could put some pressure on it, then either a bit of heat or tap the puller. Do keep in mind you are hitting the end of the crank so don't want to hit it hard.
Probably would be better off if you can use a bearing separator behind it to pull on then just pull it loose.
 
Have you tried driving it back just a little first, the old dt239s used a cone and wedge and seems like that is what we would always do tap back first, been a long time since I worked on one. Something like PB blaster sure won,t hurt.
 
I am actually trying to help a friend with this problem. I suggested he try an air hammer to vibrate it loose. I think he is limited for space because he is trying to do it with the front axle in place.
