we used a tool something like that in trucking, we would use it to hold the brake pedal down so we could get air out of the service line to run a impact gun to replace the axles on new trucks that I piggybacked to the dealer it would wedge under the dash or steering wheel and push down on the air brakes, hey just a guess!! not sure
 
I pulled on the trigger on metal end and like an air shock, it expanded to full length. So it very well could be used to push on brake peddle.
So, what's it called?
 
On your other post I was going to guess the pedal depressor. I have one but doesn't have that foot on the end, has lots of uses like holding a hood open with weak springs or the struts or while changing the hood and trunk gas supports or checking the brake lights.
 
It's a StaRat, invented by a Dart Transit driver maybe 15 years ago. It's used to pull the pin that slides the tandems on semi trailers. I had one all my years at Dart. You hook the hook on either the trailer latch release it on the truck fudtg wheel release and give it a little tug, that releases the piston and that flat goes against the frame and applies pressure to the latch. You can then work the trailer to relieve the pressure on the pins and when they are loose that thing pulls them. It then can stay there holding the lever while you slide the tandems. There are several types that hook to the trailer and use a spring, but once the pins are pulled you have to remove it to slide. This one stays there holding the pins out. They used to sell for $100.00, don't know what they are now.

because there was no remote glad hands on a chassis that was going to be a straight truck we had a fitting to tee into the brake can service line to get usable air

I liked that video. That tool can also double as an attitude adjuster.
