found in an old house, doubt if from a tractor, it's about 6"in length

The 2 arms slide back and forth in the slots thereby opening or closing the "grip" on left end. One of the ears is broken off I Presume it was identical to the one remaining but not totally sure
 
Wall or post mount. Slide something up under the jaws and the weight will keep them tight till lifted again. No idea what would hang on them. Broom or fork with a round handle. IDK
 
That is my best guess also, but it would only grasp the top inch of the handle. Then again I could think of simpler holders, such as a nail or two, IDK either but maybe what it is
