Ford 641 Power Steering Leaking from Cover

I bought a 641 Ford Workmaster and it keeps blowing power steering fluid out of the cap. I also see it has some water in the fluid, and I have cycled and pumped, and refilled the reservoir multiple times. Still a little white but much better.

I fill to about 3/4 inch from top, but it keeps blowing all the fluid up and out of the top. It has a clamp ring to hold the cap in place and tightening it tight makes no difference. Any ideas? Thanks!
 
Does it still have the rubber gasket under the cap?? If it does is it in good shape?? I had the same problem with my 841S till I replaced the gasket
 
Possibly what you are seeing is air, not water.

If the level got low, or the filter clogged, the system has filled with air whipped into the oil. The air compresses when the pump runs, then expands when it's off, causing the overflow.

It will eventually clear up, especially when sitting not running.
 
Yes it has a gasket but looks original. Will try matching up or build a new one and try that. What is confusing is the ring clamp that holds the cap on looks like it doe not put any pressure downwards the way it is designed, but looks more like it just keeps it from rattling off. It looks like it only puts pressure from the sides by design. Tightening it dow not seem to make a difference at all and logic would say tightening would actually deform it. Really seems odd. Thanks!
 
When I bought the tractor, the belt was so loose it was not turning the pump. In fact the guy I bought it from owned it 17 years and did not know if had power steering! LOL The reservoir was empty, and no filter at all in it. It just had a watery oil mess at the bottom. I kept filling and circulating and dumping it, and I cannot get all the water out completely yet, sir I have not installed the filter yet, But it sure pump the oil out of the top in a hurry.Thanks
 

common if filter is missing or bad... the return is supposed to go through the filter that disperses the fluid sideways. IF missing or torn, the fluid hits the top cover. Little spring that holds filter in place could be missing or popped off that holds the filter cap down on the filter.
