PTO issue with a NH-8670

When we engage the PTO on our New Holland 8670 tractor, it engages very abruptly and severe. . .and that causes sheer bolts to break on about every piece of equipment. The only way to engage the PTO (w/o sheering a pin) is to idle the tractor down as low as possible. It never did it this bad before. Is there a modulator clutch or some feathering feature for the PTO that is going bad? Could it be a problem with the solenoid? Could the PTO clutches be warped and will no longer engage slowly? Thanks to anyone who can help!
 
Hi,I don?t have any answers but it doesn?t sound very safe to run it like that. Sounds like a question for a service tech at your local dealerships. Hopefully it?s something fairly simple and best of luck.
 
it has a modulation valve in it so when you flip the pto on it engages soft and slow even with the engine idled up so it doesn?t do what yours of doing
 
Do you know for sure the New Holland 70 series tractors - specifically the 8670 - have a modulation valve to softly engage the PTO?
