Steering bearing race

I have a new to me MF 35 gas, manual steering. Steering had a bunch of backlash. Pulled the steering wheel and shaft and the lower thrust bearing was in pieces. I bought a replacement. But need to get the old race out of the bottom of the housing. Old race looks fairly chipped. What is the right / best way to do it? Also, there was no gear oil in the housing. Someone had been in there before too. Not the guy I bought it from because he had not even changed the oil ever. It seems that the gears and rack are all ok. I am wondering what would have caused the bottom bearing to destruct? Theories? Thanks
 
With no oil in box most likely had water in it. Weld a couple beads across race it will heat shrink and come right out.
