MM R clutch

I am new to restoring antique tractors and have recently purchased an R that is basically in pretty good shape - although not running. My question is about the clutch. I have looked up how to adjust the clutch and know to remove the inspection panel - rotate the engine to find the release button - put the tractor in a gear - release the clutch ------- at this point, the clutch won't release. Even though the lever is pulled back, when we crank the engine in gear, the tractor moves. It won't pull back any farther - it won't pull back any farther to release - so I can't rotate the adjustment disc. Where do I go from here to get the clutch to release and ultimately to be able to adjust the clutch?
 
The clutch disc is probably rusted to the flywheel. One method to free it is to disengage the clutch. I assume this is a hand clutch. Then let it set for a while
It may release that way. If that does not work, pull it with another vehicle in one of the higher gears and use the brakes. Otherwise try to start it in low gear (if it has electric start) and drive it putting the brakes on intermittently to see if it will break free. There should be experts later in the day to correct me if I am wrong and if I am partially right will add to ny response
 
We used a hand crank to ease the motor over so we could adjust ours. Maybe able to bump starter. I sent you an email.....
 
Check the linkage between the lever and the clutch. Doesn't seem like the lever should pull back without the clutch disengaging.
