Been going to a few "live" auctions the past month. Bought the hose reel pictured at one of them. Nice heavy duty unit. Still trying to figure out how it works. Hose pulls out smoothly but I cannot get it to retract. Thinking there might be a spring and/or some kind of lever to catch in the teeth missing? I will say it looks complete. No obvious signs of a missing part. Anyone familiar with these?

You probably have a broken spring, or a lot of ruse inside the reel. Likely you will have to take it apart. It appears to be bolted together rather than welded.

Seems like that irregular notched disk on side must do something. I agree though. Must be a spring gone unless it needs air pressure to work.
 
you have to pull it just right and it will retract. To much and it stays out and to little same thing. If it tends to pull back just a bit when pulled the spring is probably ok.

You need to give it a quick pull, and let it go fast. Then you can grab and slow it down as it winds in,
