Sealing metal building to concrete floor

Building is probably 20 years old, but may be much older. They had stuck what looks like slightly thicker trash bag material to the metal and run it down past the concrete. That worked for 20 years, but has peeled off in a couple of places so that when snow melts it leaks in. This is on the north side of a garage.

Would caulking that seam work? Would tar/"plastic roofing cement" stick to the concrete better? How do they normally seal these up?

Is it a wood or metal sill? Other way it should be clean and dry. If it can be caulked use a good polyurethane caulking and tool it or strike it to help ensure bonding. Crazy as it sounds I?ve had good luck with Flex-Seal. It will get into places that are tighter. Like when you need to build a boat out of a screen door!
 
I used a product by Sikaflex to caulk small cracks in concrete around a swimming pool and was very impressed. Look online and see if they have a product that will work for your application.
 
So snow piled again the sheet metal wall leaks in? Needs a drainage layer and somewhere for the water to go that isn?t inside.

Blueskin or other foundation water proofing over top will work but is looks like garbage.
 
It's on the back of a the garage, so what it looks like isn't really important. There's nothing on the front, but the snow sits on the north/back side. It only leaks in the spring when the snow starts to melt, and only in the two places where this plastic has pulled away or ripped. I may try some more plastic or some tar or flex seal.
