carburetor problems

I am working on a carb off of a ford 240 industrial engine on a nh selfpropelled baler and am having trouble finding a kit for it,although everything looks good,it is running to rich and I cant get it leaned out lowered the float,adjusted the mixture screw even taken it all the way out and it still runs way to rich,the carburetor is a holley 4271 Thanks
 
Assuming the air cleaner is clean and flowing, a gasket that is leaking into the venturi area, or a reamed out main jet are causes, as is a float that is sinking from fuel in it, or saturated material. Jim

Really guessing here but if one barrel it might belong to the 1904 family.
Read this if you have time. Ford used 1904 Carb on sixes,starting in 1952. Had a glass float bowl.
