Air cleaner question

What is the circled part of this style of an air cleaner called? What's its purpose?

The air swirls around in the bottom of the air cleaner and centrifugal force separates some of the larger dirt particles. Those particles end up landing in that device off to the side. once in awhile you squeeze it to open it up to let the dirt fall out.
 
I've heard it called a "duck bill", think the official name is dust ejector.

Not sure exactly how it would work though...

"When the engine is running, there will be a slight vacuum in the air cleaner. This vacuum will cause the vac valve to close, preventing air and dirt from entering. However, the engine will also have a pulsing effect on this vacuum, causing the vac valve to open and close slightly and rapidly, expelling the accumulated dust from inside the air cleaner. The vac valve will also expel dust when the engine is stopped, so the vac valve makes the pre-cleaning action of the air cleaner ‘self cleaning’."
 
They are called an "income generator" if you are a Grasshopper dealer. I replace a rotten one every year on my mower. About ten bucks a pop.
