You do not need fertility for germination. Get the grass growing and then fertilize in small amounts several times. Use a fertilizer with the middle number the highest. I would look for something like a 6 (nitrogen) - 30 (phosphorus) -10 (potassium). For growth and development the plant needs phosphorus, thus the higher middle number. Nitrogen produces top growth. Young plants do not have an established root system, thus a minimal need for high levels of nitrogen feetilization.
 
What does you soil test say you NEED? PH, and micro nutrients (sulphur, magnesium, etc) are important to your plants, whatever they are, getting a good start. Throwing fertilizer at it is like putting new plugs and points in you tractor because it is starting poorly, and you don't know if you have 100 psi compression or 50 psi.
