John Deere 2020 Hydraulic Issues

I have a 1971 John Deere 2020 and am having a problem with the 3 point lift and would appreciate any ideas or solutions. When the 5 foot bush hog is on the tractor the lift will not pick it up but when there is nothing on the tractor lift seems to work fine. I have changed the hyd filter and screen and cleaned the filter in the front mounted hyd pump. All filters had a small amount of particles on them but nothing like what I have been seeing as I research on this forum and youtube. There is no loader attachment and the pto is individual. Any suggestions

When you have the cutter on the tractor try and lift it. Look in the hydraulic oil filler cap. I will bet you see oil spraying all over the place. I am pretty sure you have a bad rockshaft piston seal/oring or the orings around the rockshaft control valves. Actually if it only lifts with nothing on the arms you can look inside with nothing on the arms and more than likely see oil leaking down.
