Vermeer 605F Hydraulic tie arm problems

I recently bought a used Vermeer 605F baler. The hydraulic tie arm was stuck so I took it apart, cleaned, lubed and put in new bushings. It now moves relatively well. However, it will only retract halfway across the baler before the twine tube hits and bottoms out on the starting roller. The adjustment slot on the mounting angle is of no help to keep this from happening. I don't understand how the previous owner tied any bales with it setup this way. The manual doesn't show how to adjust the tier. Could someone give me an idea of the path of travel for the arm. Is it supposed to extend between the starter roller and belt, or does it go in front of the roller?

Would guess it has a bit of twine hanging out that is caught by the rollers or the hay. The tube would not be going into the roller .

I have a 504G rope tie. On mine that
starting roller with the flaps guide the
twine tube behind it and in front of the
belts when the baler is running.
As the twine tube swings down more twine becomes exposed and the turning bale in the chamber catches the twine and starts to tie/wrap around the bale.

I am assuming the arm needs to go all the way across the bale. The twine tube will be sticking way below the starter roller at the far end.

You will need to bend the twine tube down so it goes in front of/under the starting roll. What has happened is someone had the twine tube moving and ran more hay into the pickup. It was enough hay to push/bend the twine tube up.

Used to buy and sell a lot of used Vermeer balers. Just about all the early hydraulic tie balers had the twine tubes and mounts bent. It is not a precision thing it just feeds twine on the bale. So just make it miss everything. You want it to drag the "Tail" of twine close to that starter roll so the bale/hay will grab it to start tying the bale.
