1466 lacking power

I have a 1466 that has seem to lost power over the past few years. It has had a new injector pump put in 6 years. 400 hrs ago. It had this same issue before hence the new pump. It was dynoed 165 hp with this pump 6 years ago. I now can barely pull a 16 ft disc without using the TA up and down the hills.
 
Take a pressure reading at the head of the pump where the fuel comes from the secondary filter. These pumps cant make fuel without pressure. I have seen restrictions in the lines or fuel tank. Also check the restrictive fitting on the return side. Looks like a regular brass fitting, and some guys replace it if they replace a fuel line, never knowing it must be in place. it takes 30psi or better to run right. Al
 
How does it start when hot? Just repaired a Hydro 100 pump that needed a hydraulic head, worn bad enough that engine would not start when hot. Make sure filters and flow to the pump, AND the correct return restriction orifice fitting is in place as Al said..
 
Take the air intake off the turbo and spin it with your finger and see if it spins freely, may be turbo rebuild time.

No hot start issues. Always starts well and runs out nice. Just lacks upper end power. Under a hard pull you can crack throttle and nothing happens. No smoke or grunt. If you push in the clutch motor revs up as it should.
 
May sound stupid but have you tried different fuel filters??? Years ago I got some Fram filters that too fine or some thing. They would restrict fuel flow in just a few hours. I put OEM filters in and no more problem.
