Kubota surging

HI all, you gave me some great advice while I was trouble shooting my Kubota L185 the last few weeks. I got it starting and running and thought all was good till this afternoon. I was letting it set and idle but after about 5 minutes it surged like someone stepped on the foot throttle. It settled back down quickly and surged one more time before I shut it down. Any ideas of why it would do that??
 
My b1550 was doing a bit of that until I changed the fuel filter. Had a lot of junk in it including a bit of water. Have you changed it lately?
 
I put in new filter a little over a year ago when I first got it but didn't get it to run till last week. I haven't checked fuel lines or anything yet so that'll be my next step. I was afraid of a mechanical problem in the pump or governor assembly.
