One for the pump guys

I have a 5.9 Cummins industrial engine with a Bosch pump on it. On the tag it says 3916910 RX and m121498031 and Phase II and remanufactured Cummins. It hasn?t run in at least 10 years. Is there anything I should do with the pump before I try to start it? It has been stored inside under cover.
 
Bosch rotary VE, or inline pump?? If inline remove the front rack cap if you can, see if the rack moves back and forth with the stop lever. NO movement means one or more plungers are stuck. If VE, there's no easy way to see if parts are stuck inside, and if so just turning the engine the correction lever ball will shear off by the stuck metering sleeve IF it's stuck and can't turn on the plunger as it should.
 
Most 5.9s have the VE pump, but some will use a PES6a style. I went though a VE last week from a 4B cummins that had sat for a year or two, but had bad fuel. Soon as the guy touched the key the metering sleeve turned with the plunger and destroyed the total governor assembly. I was able to reuse the housing, drive shaft and cover assembly. Everything else was junk. This was a expensive problem that could have been much less. Stuck pumps are a real issue now days. 30 years ago this was almost unheard of. Today its very common. When in doubt, pull the pump and turn it over by hand. Hand, not hand with a long wrench. If you have some experience inside of pumps then start looking at the moving parts. If you don't, then find someone who does. Pumps are expensive to replace. They aren't that expensive to reseal. Al
