deere 4020 scv not working

I have a late 4020, 1971, with 2 remote valves (side console). Neither of the valves are working. I looked all the linkage and the linkage is hooked up. I removed the linkage from the arm that goes directly into the valve and with the tractor running moved both arms/ valves. I hear no noise or straining. It' like they have no oil, no power going to them. The resevoir is full of hydraulic fluid. The rockshaft works so the hydraulic pump is working. Is this a problem with the valves themselves or is it a problem deeper inside. Thanks
 
A 4020 uses a "closed center" hydraulic system.

With no cylinder or implement connected and you move the hydraulic lever you WON'T hear "noise or straining", as it seems you must have heard in the past from an "open center" system.

Before suspecting there's anything wrong, connect an implement or just a remote cylinder to a pair of the quick disconnects, flip both levers on the pair of disconnects 90? so they are perpendicular to the coupler and hoses, and try operating the valve lever associated with that set of quick disconnects, and see what happens.
