Ford/NH 4630 PTO issue - doesn't stop

Friend just got a Ford/NH 4630 at an auction - he lives far from where I do, so I just attempt to help him with things via phone/text.

Tractor got to his house, all appears good except PTO doesn't stop when lever is disengaged.
When he shuts tractor off and re-starts, PTO is off, turn it back on, same thing happens.

He said it continues to spin with some velocity (not freely) but I am not sure...he doesn't have any implements to put on it ...

Just not sure what direction to tell him to start looking...

4000 and 5000 had that problem, The internal parts for the PTO clutch go bad, clutch disks and other parts. Had to have the shop do the repair. Was several years ago so don't remember what all they did have to do to repair. Just remember it was a big and expencive job. I had things I was using the PTO for that it had to stop but if it was not for that I would have just left it go. 4630 I think is just a newer version of the 4000.

I?ve got a 5000 Ford that does it too, doesn?t bother me one bit, I just use it as it is. Just switch tractor off and crank it back up with pto disengaged if I need shaft to stop
