JD 40U Carburetor Woe

I bought a new carburetor for my John Deere 40U tractor, after put it on, it got flooded, took it out several times to clean, now flood seems stopped, but still no mixture came out of it as the starter kept cranking but seems no fire to start with, I checked the ignition, looked like it was working too. so I wonder if it's something in that carburetor kept it from making the gas air mixture to the engine. can some one give me a idea of what had I brought my self into with.
 
The needle and seat are giving you teething issues. At first the needle was stuck open or had dirt in it holding it open. Then it stuck shut. With the fuel shut off, and the bowl taken off, hold up the float very gently, and open the fuel valve. If gas comes out there is a needle/seat issue or dirt. If no gas comes out, let the float drop a little and see if gas flows; it should. Needles can be tricky to push closed and drop open cleanly. Jim
 
What caused you to replace the carb to begin with? Was it running good then quit altogeather or did it progressively run worse over a period of time? Let's be sure it's fireing before taking the carb apart again. How did you test the ignition? It isn't unusual for an engine to flood when repeatly trying to start with bad spark. Let's try something real simple to see if it's getting spark. Turn fuel off and give it a couple of shots of starting fluid while trying to start. If it doesn't fire on start fluid,you need to look at ignition again. With that out of the way,we can go at it systematicly.
 
What is the condition of the tank?

Is the sediment screen in place?

If rust and trash are getting in the carb, it will flood, or not get enough fuel if big enough trash plugs the seat.

Take the line loose from the carb, open the fuel valve, catch the flow in a clean glass, see what comes out of the tank. If the fuel is contaminated, so will be the carb. It only takes a tiny speck to hold the needle/seat open or clog a jet.
