Crank pulley troubles

Anyone have some suggestions on removal. I have been hammering on the puller and I heated it. I don't think it has budged. Might try letting it sit tonight.

You sure the washer under the puller bolt is small enough that the puller is not pulling against itself.
 
The way it looks you're right. Had a idiot that was hired at my work for a mechanics position. He broke a puller trying to take off the dampner on a Ford 5.4 in a pickup. Was crabbing about the poor quality of tool he bought. I walked by the truck when he was gone. The heavy washer was still siliconed on from factory at the keyway groove. Said he put that silicone there. But funny he made a lot more progress on the repair once I pointed out that the washer had to be off to remove the dampner. Same fool was prying off a cylinder head from a 5.9 Cummins without removing the rocker arm assemblies. Somebody else pointed that out to him, ended up replacing the head since he destroyed the injector ports removing the injectors. His boss wasn't any smarter and said we have to help him, had factory manuals for all repairs. Government at its finest.
 
Try soaking it in a good penetrating oil, personal I use Deep Creep by seafoam, let it soak for awhile and repeat, now this is the fun part, tighten your puller down till it wont budge any more, take off your wrench and take a good hammer about 3 lbs and smack the head of puller where your wrench goes on this may beak it free, works for me, hope this helps
 
Some of you must have good screens to be able to tell that's a washer. It is actually two and the top one might have been off center but it wasn't touching yet. I used them on another one so I knew they fit. This one the pulley was brazed to the hub. It was out of round. Reason for changing.
 
Can you get behind the pulley to heat the hub better?

A heavier puller with a larger center bolt would help.
