Not sure what you mean by the bottom seal, are you talking about the join seam between the top and bottom halves of the tank? Or maybe the location on the bottom where the exit opening/fuel valve & sediment bowl is? Either way, doesn't make much difference. I have used the Bill Hirsch internal coating on several tanks and it works great. Minimal cleaning needed on the inside of the tank, just follow the directions. Available at the link below or at a lot of auto restoration supply houses. There is another similar coating called Red Kote ...... both are single-component applications and very easy to use. I'm sure you will get good results from either one .....

Your not going to believe this, but I had a 3000 Ford diesel tractor years ago that started leaking at the seam on bottom of the fuel tank, my Dad was still alive at the time and he told me to rub a bar of ?ivory soap? on it, I did and kept the tractor 13 more years and it never leaked again while I owned it....
