System pressure is controlled by injectors, Bosch VE pump delivers the flow and pressure needed to lift the injector valves, allowing fuel into the combustion chamber. If the hydraulic head is badly worn internal leakage will keep that from happening. What trouble are you having?
 
No start. I'm getting fuel flow to the injectors but I'm not sure if it's enough pressure to actuate them. I was going to do a pressure test but I can't find any info to know what the pressure needs to be
 
It will start with starting fluid. But it won't stay running.Just till the fluid burns up. I cracked the injectors it's getting flow. But I don't think it's enough
 
Do you have 12V to the head solenoid? If so the solenoid MAY be bad. If surroundings are quiet you should hear it click with the switch turned on/off. It MUST have current to start/run. If bad the way Bosch has the head plunger designed there will still be fuel at each injector. Drives some Cummins guys nuts too. System can be bled with no voltage to the solenoid, but it must be on to open the injectors. Another test is to remove the solenoid, remove the plunger and small spring inside, and re-install the body. If engine starts then you are on the right track. Will have to kill the engine to shut it down, or use the manual shut off lever on the pump cover if it has one.

Found out what the problem was it had about a half gallon size or more ice cube that was covering the pickup tube in the fuel tank.
