Drilling a hole

The hole is really not that small. But you need to center punch accurately then hold it in a drill press vise while you drill it.

If it's too small for you find an old rod with a hole and weld the end to your new rod.
 
I buy what are called "split point" drill bits, they will start on most things without a center punch. Otherwise just center punch it and drill. Shouldn't be hard to do.

use a center drill to mark the hole so the bit will drill where you want the hole. If you have the rod in a vice to hold the rod secure it will help.
 
Drilling your hole won't be difficult using a drill press. However, a handheld drill will require the use of a v-block jig. This could be something store bought or homemade. Have seen them made from a piece of 2x4, and from both steel and aluminum using angle. The angle holds your shaft in position for drilling. Is MUCH more accurate than trying to go it freehand. Another trick is to take 2 pieces of wood (1x2's maybe?) and clamp the shaft between them using C-clamps. This will help prevent the piece from rotating while trying to get started.
 
Put the broken old rod end directly above the new piece, in a vice. Use the old rod end hole as a guide to drill the new one.
