Yes, canolaswaths can blow away in high winds and the theory is that pushing them down a bit into the tall stubble will help to anchor the swath so it won't blow away. I use one behind my 2360 JD swather and its been on youtube several times. Mine is plastic but some are steel. The newer swathers have the roller hanging right on the back of the frame and they can adjust the height as required. Mine has cranks to set the roller height. Higher for a big swath, lower for thin.
 
The "bowtie" shaped rollers are most popular now, as they flatten the edges of the swath more so the wind has a harder time getting under and lifting the side of the windrow.
