884 Loping Engine

Recently overhauled the engine in my IH 884, runs and pulls fine EXCEPT the engine "lopes" when running between low idle 600 rpm and 1000 rpm. Never did anything to the injector pump. What would cause this in a diesel engine? TIA!
 

One can only guess what "lopes" means to you, and not likely that it means the same to many others here. Are the RPMs going up and down at a steady rate and range?
