Can I do this?

The oil seals are leaking on my '77 Ford 4600. The service manual indicates some special tools are needed for the job. I don't mind hard work but I don't want make a mess out of this either. Or should the dealer do this job?

Those "special" tools make it easier, but nothing there you can't get around.

Seals can be pried out, and as the manual says, "if the tool isn't available, use a piece of pipe".

Yes, you can do this!
 
I think my TO 20 is similar. When I got the seal and went to install it seamed the wrong size. I found out I had the correct seal. When I went to pound it in. The thing kept popping out. I didn't have the tool, and probably never will. What worked for me is I put a piece of clean heavy pipe over the axle on top of the seal. The weight of the pipe kept the seal from popping out, and I was to pound it in a little at a time. Stan
 

My experience is the same. I am sure the special tools are a big help, but I have had little difficulty working around them or fixing something up to take the place of the special tool.
 

The oil seal is already bad. You are not going to reuse it, so it can be removed with whatever tools you might have. Wreck it and take it out in pieces if necessary. Just be careful to not damage anything else.
 
Here's a couple of pictures of my 4500 from when I changed the axle seals out. I cut the old seals off first because its easier to remove the bearings without damaging them, unless they need to be replaced. That is how my brother told me to do it, he worked for a Ford dealership, and then a New Holland dealership for many years. It's also easier to do one side at a time, only one of mine was leaking, but I went ahead and did both.

Seal puller alternatives;

-Use the end of the axle to pry out the seal
-Drill a 1/16 hole in the metal portion of the seal and use a slide hammer on it.
-Knock it out from the other side with a hammer and a piece of 1 inch hardwood dowel aka old oak chair leg.
-Pinch bars.

The list goes on, these are just a few generic alternatives that may or may not work on your application.
 
The seal is external. It goes on then brg. Assemble axle componets may need to check end play. Adjusted by shim in planentary, After assembly pry seal against housing stake in groove in 4-5 places. Just as well change brake boots. I got seals from here for my 4500. Wasn't impressed about fit on housing.
