double wide hay rake

I am trying to help my younger brother with a problem he has with a used Heston double wide hay rake.

It will pick up the rows nicely for about 100 to 150 ft then just skim along the top of the rows.

We have tied adjusting the angle of the wheel bars, the width of the row intake.

He is windrowing two 14 ft swathes into one. The tines look fine and teh wheels seem fine also in that the spin freely and don't wobble.
 
Is it a hydraulic problem that's raising the rake up or what? I can't imagine them riding on top unless they were raised up. If it was down,it would be dragging the hay if it wasn't rolling it.
 
And you say you've adjusted the angle? They need to be at a pretty fair angle to the swath or they'll just roll. There needs to be some drag to them.

it will roll nice like I said for about 100 to 150 feet then the outside rake wheels will just raise up so that they are just touching the swathe.

I cannot see any pivot adjustment to be made on the wheel bar itself
 
Are the hydraulics in float? I know you said they were down. But down and float are not the same. Only other thing I can think of is the pivot is binding and not letting the wheel settle back down.
