1486 AC question

what is the process for charging an ac on 1486 (134A). My compressor has two vales at the top one on the high and low side, the high side is stuck, but the low side moves freely. What is the proper way to position these for vacuuming, filling, and use?

Turn the valve about a 1/4 or 1/2 turn in to open the ports for vacuum or charging. All the way screwed out to shut off the port and run....all the way in shuts off the valve entirely
