On a 9N when the tractor battery is COMPLETELY DEAD and jump starting with a 12V battery by jumping across the starter
terminal and ground should there be spark at the plug?

In other words, does the 12V battery supply juice to the ignition system during cranking or just across the starter?
 
If the 6V battery is dead you will get NO spark, it is separated from the starter and the ignition circuit by the start switch. I have with the throttle about half open while the starter is cranking and key on pushed the starter button till it fires then when the tractor comes up to speed the generator will supply voltage for ignition, just don't hold the button too long.
 
If your jumping to the starter NO spark at the plugs since it takes battery power to make spark at the spark plugs and on a 9N the start circuit is sepport from the ignition system. On the N series fords you can spin the engine over with the starter with the ignition system turned off but you will not have spark to the plug because the ignition is not turned on and if the battery is dead you have no power for the spark
