1975 MF135 pto wont stop spinning

I'm looking at buying a buying a 1975 Massey Ferguson 135 diesel. One issue the owner says it has is the PTO disengage lever doesn't disengage it all the way. If your implement has ground tension, it will stop, but if it is raised in the air it will keep turning. What could the problem be? Thanks, Mike

Well, if it's like my Ford it's the PTO clutch. It can present a safety hazard so I would consider the cost to repair it in the purchase price. You can get used to working around it by shutting the tractor off whenever you need it to stop but I would recommend fixing it or looking for another tractor.
 
That tractor was available with 2 different types of PTO, "Live PTO" with a 2 stage clutch and "Independent PTO" which is engaged by means of a hydraulic clutch pack. From your description, it sounds like this particular tractor has Independent PTO. It is likely that the discs in the clutch pack are warped and the PTO brake is whipped.
 
Thank you Bob NY and Cooter143. That was what I was afraid of. I'll keep looking. I already have an old tractor ('48 John Deere B) with a tricky clutch/pto.
