This was hanging in the old barn any ideas what it is?

It looks like a part of a planter or a grain drill that kicks the mechanism in or out of gear as the openers are raised or lowered
 
Each one of the 4 through holes is for a pawl to reside. A spring is located in CCW on each pawl to hold it outward. A control lever pivoted on the main center hole and a cam rode in the kidney shaped hole. When turned one way, an internal ring gear like rack on the outer drum (not shown by golly) would ratchet one way, and a rope pull would allow the pawls to retract when turning the other. That is all I have. Jim
