9n brakes do not return.

I'm trying to figure out why these brakes are so stiff and do not return. I've taken them all apart and dont really see anything out of the ordinary. Pads are thick, springs look okay, but then again, I'm new to this. I have the lever in a vise and the plate won't even rotate. Could the actuator be ceased? Any advise is very much appreciated.

Also one side had a sure seal and the other didn't. Is that normal?
I don't mind replacing parts but always hate to do so if it's not needed.

Dean.........uhmmm, I flunked mind reading, just ask my ex-wife of 38-yrs. Whattza "actuator ceased"???

The 3-speed 9N did NOT come from the factory with sure seals. It should be intuititively obvious that you need seals in BOTH axles. Otherwize you will splash some of the 5-gals of tranny oil out yer axle and grease yer brakes. Greased brakes don't brake well, do they?

Remember, you STRADDLE yer 3-speed 9N tranny and brake ambidixtridious ...ie... left brake, left turn; rite brake, rite turn. Isn't that amazing??? Me? I gotts 2-left feet, just ask my wife when I dance with her......twinkle toes Dell
 
just guessing but mine were binding where the brake pedal rods went through the backing plates. It took a lot of spray lube and exercise before the springs would pull the pedal back up.
 
One side having a sure seal is probably not too unusual. Someone just fixed the side that was leaking. My right side pedal was seizing in the down position also. When I took it apart, everything was in order, just starting to rust up at the actuator. Just keep oiling it and working it and it should free up.
 
Thanks for the advice! I will get to working on it. Where's the best place to get 9n parts? I'm near austin Tx. I would guess Steiner but maybe you guys know a better place.
