Hi, I have a 4000 with a 4 cyl. gas engine that won't go to high idle. It cuts out at about 600 rpms. I did install a carb kit after two days of soaking it. Timing is at 4 degrees at 425 rpms. Carb is receiving fuel to the float chamber. It does idle well at 425 rpms, just won't increase. I have adjusted the power jet screw and I did try to throttle the shaft while disconnected from the governor linkage. Any suggestions? Mechanical advance?
 
Have you checked the point setting and for wear on the distributor shaft bushing? Could be the points closing when the RPM tries to come up. Very weak spark can also cause this.

If that all looks good, will a partial choke help to to take throttle? If so, it is too lean. Possibly the venturi tube is clogged or missing, the venturi is upside down, or the venturi is missing.

If choke makes it worse or there is black smoke, it is too rich or there is something other than a carb problem.
 
It is not uncommon to find the down tube in the air cleaner nearly closed off with accumulated oil dampened dirt.

Remove the air filter, invert it and have a look.

Of course you can remove the air tube initially to see if a restriction is causing the problem.

Check and make sure you have a good strong spark that is blue/white in color and will jump a 1/4 inch gap or more at all 4 plug wires and the coil wire

Next check the fuel flow at the carb drain plug and make sure you have a good steady flow of gas that will fill a pint jar in under 3 minutes.

Does choking it hurt or help?? How well does it run with the air cleaner tube off?? What do the plugs look like??
 
As Dean and Pete said, remove the tube between the air cleaner and carb. Your problem is almost certainly NOT in the high-speed circuit of the carb, because that doesn't kick in until much higher rpms and then under load. And it won't idle at all if the low-speed circuit is blocked.

Hi, I changed the points/condenser. All 4 spark plug weren't firing and were replaced, as well. What could cause all 4 plugs to go bad? It appears that the points now have excessive blue arcing across the points. The electrical system has been changed over to a 12 volt system. I'll check later this week to see if the coil is a 6 or 12 volt coil. All the parts from the carb kit were properly installed. I'm ruling out the carb for the moment. Thanks for your responses.
