Micro chippping livestock?

Watched a PBS program on Uruguay, where small farms are predominant - say 10 -20 head of cattle, small flock of sheep, some horses, etc. The narrator said that all livestock on farms in Uruguay is micro-chipped, but didn't give any reason. After they got rid of the last dictator, the country went democratic. The micro chip must be some government subsidized program that I can't come up with why they do that. Probably better than branding, but does anyone really know why they are doing that? Sounds kind of costly to me.
 
There are this little pixies that sprinkle dust on politicians heads and fill them with good ideas on how to do something that's already being done but for far more money and government involvement.
 
Probably because they think it is easier or better than having the animals ID in an ear tag. Over here our cattle has chipped ear tags in one ear but they get lost quite often and have to be replaced which is costly and labor intensive. I think horses are micro chipped. They wouldn’t look good with ear tags. Dogs have to be micro chipped too. Our sheep have 2 ear tags too but none of them chipped.
