Starter Bad?

I will attach a video of my starter prob . but don't know if it is supposed to turn the starter gear when not on engine .. Whatcha think?

it has a bendix I believe ... positive ground .

When the gear jumps into the nose cone it should spin. Without the load of starting the engine it should spin strongly. Power is getting to the starter motor so there is an electrical issue inside the starter motor (worn brushes, excessive carbon dust) or a mechanical obstruction preventing the starter motor from turning.
 
I see one jumper clamp as the ground, where is the other one connected? It needs to be on the big battery post of the solenoid, then jump to the "S" post. That should make the starter spin.

Or you can connect the jumper clamp directly to the starter lead, the large lead on the bottom of the solenoid. That will make the starter spin without kicking the drive gear out. This method bypasses the solenoid contacts.

If it spins when connected directly to the starter post, but does not spin when connected to the solenoid post, the solenoid is bad.
 
Take the cap off the end of the starter and check the brushes, the solenoid is kicking it out there so it seems to be working, but then there is a contact washer in the cap of the solenoid that you can give a half a turn to give it a new spot to wear on. Most likely your brushes are worn down.
