Vacuum pump on '97 Ford 7.3 diesel

As a side note, I don't know exactly what issue you are having, but those trucks used a "tomato juice can" vacuum reservoir mounted on the LH fender liner, and if it gets a hole rusted in it the system can't build vacuum for the brakes and heater.
 
The can that Ford used was so light that the ends of the can would flex and eventually crack around the seam so the vacuum would leak. I went to a store, bought a can of tomato juice, punched a hole in the center of one end and drained the tomato juice. I soldered a fitting into the end and attached the vacuum hose. No more leak as the metal in that can was twice as thick as the original Ford can. Ford wanted $36 for a new can 25 years ago; probably higher now. The tomato juice was also good.
