First thanks to everyone who took time to answer. Here is what we did. It rained a little on Wed so we pulled the injecters. They tested perfect at 3200 psi. On the advice of a shop who had a similar problem years ago we reset the injecter pressure to 2700 psi. I rechecked valve adjustment and found one exhaust valve a little to tight and did tweak a few others. I also bought a new Irska (sp?) gear reduction starter. That starter is smaller than the original but really spins it over fast. It know will start when hot. Still not quite like I think it should but it does start. I may play with turning the injection pump to advance it a little yet. Thanks everyone Tom

Tom, I did a Roosa pump in my shop last spring that wouldn't start well. On the stand it tested fine. The owner was standing right there when I RETESTED it so the pressure was on. He kept saying "I can see it tests fine, but I know it wouldn't on the tractor." So out of desperation I pulled out a used nozzle from under the bench. It was from the same model of tractor. Cleaned it, reset the opening pressure and hooked it up to the test bench to spray into a rag. It would not crack this nozzle until the bench hit 850 rpm. I found the delivery valve seat was leaking. Had to back down the opening pressure of all six nozzles and then it started fine. Factory pressure on this unit was 3650psi so we had some wiggle room. You could have the same type of problem ,,, Al
