This is a homemade part from a hay wagon (1st picture). FIL used pieces of this to make lots of brackets around the place. I never knew what they were from then I found a few hoops of it hanging on a wall. I'm thinking they're iron "tires" from wood wagon wheels. Anybody know for sure?

Wild thought but back in the day didn't they use strapping on top wood for the original railroad ties. I'm thinking there was some farm application like that
 
Used lots if that myself making stuff on the farm. Wish I had more old wagon rims around now.
That is some tough steel.
