The best luck I have had is with high pressure, steaming hot water. In other words my pressure washer.

Just a good old garden hose and water. CACL is a salt and the more water it has on it the less salt will be there. Then I clean the rim real good with a wire brush or angle grinder and I then spray on pickup truck bed liner spray. That way it has a nice coating on it that will help keep it from ever rusting
